The Russian Peace Plan Hoax

HALIFAX - After the leaked 28-point peace plan for Ukraine, brokered by the Trump administration and reportedly presented with Russian input, critics are decrying it as nothing short of an appeasement that satisfies the maximalist demands of aggressor Vladimir Putin, echoing the infamous Munich Agreement of 1938 and setting the stage for a larger war to come. The draft includes recognising Crimea, Donetsk, and Luhansk as de facto Russian territory, freezing lines in Kherson and Zaporizhzhia, barring Ukraine from NATO membership, and granting full amnesty for war crimes, effectively shielding Russian forces from accountability for atrocities like those in Bucha, along with the kidnapping of hundreds, if not thousands of Ukrainian children to Russia, forced conscription of men from occupied territories, and no judgment for Russian war criminals. There is speculation that Russia intentionally leaked the peace plan to provoke Ukraine and Europe into antagonising Trump. It's unfortunate that Trump and Witkoff allowed to be manipulated by the Russians in this way.
This comes at a precarious moment, with the battlefield locked in a stalemate amid mutual strikes on energy infrastructure, while Russia's economy teeters: third-quarter GDP growth stalled at a mere 0.6%, oil revenues have plummeted by $25 billion this year due to sanctions on giants like Rosneft and Lukoil, and projections signal an impending recession, exacerbated by Sberbank's decision to lay off 20% of its workforce, first-time sales of gold reserves to offset lost revenue, a wartime transition to an unsustainable command economy, and a declining workforce sapped by young men sacrificed in the war or fleeing Putin's Russia.
Russia can abandon the treaty and invade again if there is a missile shot on Moscow or St Petersburg. The beginning of World War II by Russia and Germany in 1939 was justified after a false flag operation in Poland, when Germany announced “since this morning we are shooting back”. A more recent example of Russia accusing others for using missiles, eventhough they did it themselves, is the shooting down of Malaysia Airlines Flight MH17 on July 17, 2014, where a Russian-made Buk missile from Russian-backed separatist territory downed the plane over eastern Ukraine, killing all 298 passengers and crew.
Hanno Pevkur, Minister of Defence for the Republic of Estonia told me: “These 28 points have been translated from Russian, with not a single obligation for Russia. We need to answer only one main question: do we wish to have 1 million soldiers on the European side to protect us - or on the Russian side? This peace plan would weaken Ukraine, Europe, the US and NATO.”
President Trump now faces the most significant foreign policy moment of his presidency, risking a legacy as the Chamberlain of the 21st century if this misjudgment proceeds - for shame. Death threats against senators and congressmen by Trump himself this week on Truth Social, the mistakes in regards of Gaza, Russia, illegal tariffs, National guard deployments which have stopped now also in Washington, raise the question if Trump might need to elevate to become more of a representative President and somebody like Rubio or Vance lead the US Government with more political experience? could take over the presidency?
Over two years, The World Forum has developed and lobbied for a comprehensive Ukraine-Russia Peace (LINK) & deterrence plan (LINK). We have received encouraging responses from numerous heads of state, some believe the time has come to resume peace efforts with enforcement. Russia could be motivated to sign a peace treaty in a similar way President Bill Clinton motivated Serbia and Slobodan Milosevic in 1995 - either sign a peace treaty or lose the war. The US, NATO and Europe could demonstrate that any further war will result in devastating losses for Putin.
The World Forum Peace Freeze Agreement aims to stop the war without rewarding conquest. It couples an immediate ceasefire with reciprocal, limited land adjustments, a substantial multilateral EU/UN/MFO peacekeeping and monitoring regime, and a 20-year freeze ending in internationally supervised referendums. Final borders should be decided by law and voters-not by battlefield fait accompli. The enforcement is international and robust: layered demilitarised zones, independent investigations, and thick peacekeeping presence ensure the freeze holds. Territorial adjustments are reciprocal rather than punitive, and legitimacy flows from legal process and popular will, not from the barrel of a gun.
Why Trump's 28-Point Plan Fails
By contrast, the 28-point plan pushed by Trump's team has been described by US senators in Halifax as essentially a Russian "wish list." Several senators told me that Rubio told them this in a call yesterday.
It demands sweeping Ukrainian territorial surrender, forced reduction of Ukraine's armed forces, and a permanent NATO ban-terms President Zelenskyy and multiple European leaders reject as stripping Ukraine of sovereignty and dignity. This is power politics at its worst: a Kremlin-tilted "peace" that turns invasion into a negotiating asset and leaves Ukraine structurally vulnerable for the next round of aggression. The only forward-looking elements in the 28-point draft are the soft-power tracks on education, media narrative repair, and bilateral denazification - congruent with The World Forum's reconciliation suggestions.
An Analysis of 28-Point Peace Plan
1. Ukraine’s sovereignty will be confirmed.
But the deal says the opposite.
2. A comprehensive non-aggression agreement will be concluded between Russia, Ukraine and Europe; all ambiguities of the last 30 years will be considered settled.
This is nonsense, as there is no aggression from Ukraine or Europe, and it makes the aggressor a (potential) victim.
3. It is expected that Russia will not invade neighbouring countries and NATO will not expand further.
Same whitewashing again: Russia is a bloody aggressor, NATO is the protection of freedom and democracy. This is like excluding vulnerable neighbourhoods from police protection in your hometown. Such logic is Russian manipulation.
4. A dialogue will be held between Russia and NATO, mediated by the U.S., to resolve all security issues and create conditions for de-escalation.
There are no security issues or escalation with NATO; the security of free NATO states is none of Russia’s business. Since when does a criminal have the right to negotiate what the police is allowed to do and to demand “de-escalation” so he can commit further crimes?
5. Ukraine will receive reliable security guarantees.
None of this is here. The World Forum Deterrence & Support Agreement provides enforceable guarantees for 20 years, including 100,000 multinational peacekeepers on Ukrainian territory, integrated intelligence sharing, automatic snapback sanctions, an annual €10bn guarantor commitment, and clear triggers for rapid military response if Russia re-invades. If Putin does not stop and sign a fair peace treaty, he loses the war - like Milošević and Serbia in the 90s. Trump could study how Clinton ended wars and brought lasting peace.
6. The size of the Ukrainian Armed Forces will be limited to 600,000 personnel.
As Ukraine can never attack a nuclear power like Russia, such provisions serve only one purpose: to weaken Ukraine for the next invasion.
7. Ukraine agrees to enshrine in its constitution that it will not join NATO, and NATO agrees to include in its statutes a provision that Ukraine will not be admitted in the future.
A dictatorship may not dictate democracies what they do or do not do, and how they shape their security.
8. NATO agrees not to station troops in Ukraine.
In such cases other multinational peacekeeping troops need to be defined and sent to the buffer zones - at least 100,000, as The World Forum Peace Freeze Agreement specifies.
9. European fighter jets will be stationed in Poland.
Europe needs no permission from Russia to station its jets wherever it wishes.
10. The U.S. guarantee:
The U.S. will receive compensation for the guarantee.
Well, there is no guarantee for anything here.
If Ukraine invades Russia, it will lose the guarantee.
Russian manipulation, as Ukraine can’t invade Russia; it’s the victim, not the aggressor.
If Russia invades Ukraine, a “decisive coordinated military response” will happen, and global sanctions will be reinstated, recognition of the new territory will be revoked.
This needs exact measures. The World Forum suggested an automatic 48-hour trigger, a Joint Multinational Response Force, pre-positioned weapons in NATO hubs, and pre-authorized snapback sanctions by parliaments.
If Ukraine launches a missile at Moscow or St Petersburg without cause, the guarantee is invalid.
That's a trap that reminds how Russia and Germany started World War II: after a false-flag operation in Poland, Germany announced on September 1, 1939: “Since this morning we are shooting BACK!”
11. Ukraine is eligible for EU membership and will receive short-term preferential access to the European market while the issue is being considered.
Also this is none of Russia’s business.
12. A powerful global package of measures to rebuild Ukraine, including - but not limited to - infrastructure development, extraction of minerals and natural resources, World Bank financing.
Like all peace plans with Trump, the facts are missing. Also this is none of Russia’s business in a treaty with them; this needs a separate agreement between the guarantor states and Ukraine without Russia’s involvement. The World Forum Deterrence & Support Agreement specifies a Ukraine Reconstruction Fund capitalised by donors plus $300bn frozen Russian assets, with clear sectoral allocations and oversight.
13. Russia will be reintegrated into the global economy.
This needs a timeline and exact preconditions.
14. Frozen funds (Russian assets) will be used: ~$100 billion from Russian assets invested in Ukraine’s reconstruction; rest invested in the U.S. - Russian joint ventures.
A Trojan horse, giving Russia control over crucial business and infrastructure in Ukraine. All obligations for reparations are missing. The World Forum suggested full seizure of the ~$300bn as leverage for Ukraine’s defence and reconstruction, not as capital for U.S.–Russia ventures.
15. A joint American-Russian working group on security issues will be established to promote and ensure compliance with all provisions.
The criminal can’t be in charge of control of his parole. The guarantor states need to be.
16. Russia will enshrine in law its policy of non-aggression towards Europe and Ukraine.
This means nothing. Such aws which can be enforced only in democracies; without a division of powers and a Russian court which can not put its head of state in prison, this is a joke.
17. The United States and Russia will agree to extend the validity of treaties on non-proliferation and control of nuclear weapons (e.g., START).
This has nothing to do with Ukraine and needs a separate approach including China and all powers with nuclear missiles. (The World Forum Peace Freeze Agreement includes a parallel U.S.–Russia nuclear non-use and treaty renewal track, but it should be broadened beyond bilateralism.)
18. Ukraine agrees to be a non-nuclear state in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).
Ukraine made the mistake before to trust “protection” by Russia when it gave away its nukes in the 90s - to Russia.
19. The Zaporizhzhia Nuclear Power Plant will be launched under the supervision of the IAEA, and the electricity produced will be distributed equally (50:50) between Russia and Ukraine.
This is outrageous and none of Russia’s business or influence.
20. Both countries undertake to implement educational programmes in schools and society aimed at promoting understanding and tolerance of different cultures and eliminating racism and prejudice.
The only good element as suggested by The World Forum: the Peace Freeze Agreement proposes reconciliation education, dual-perspective schoolbooks, a media code of conduct, films for shared history, and mutual denazification / de-extremisation in both countries.
21. Territories: after agreeing on future territorial arrangements, both the Russian Federation and Ukraine undertake not to change these arrangements by force. Any security guarantees will not apply in the event of a breach.
Unfortunately all security guarantees are missing; The World Forum Deterrence & Support Agreement defines them in detail with automatic triggers and snapbacks.
22. Russia will not prevent Ukraine from using the Dnieper River for commercial activities, and agreements will be reached on free transport of grain across the Black Sea.
This is Ukraine’s right anyway, and after the war none of Russia’s business.
23. A humanitarian committee will be established to resolve outstanding issues.
Again, a lack of clarity makes the point meaningless. It needs credible actors with endorsement powers. The World Forum suggested concrete humanitarian obligations such as the return of abducted children and civilians, full prisoner exchanges on the ceasefire date, and a monitored mechanism for unresolved cases.
24. Ukraine will hold elections in 100 days.
An outrageous demand. A democracy must decide on its own when it will hold elections. The international community should demand the other way round: free elections in Russia in one year in order to lift sanctions.
25. All parties involved in this conflict will receive full amnesty for their actions during the war and agree not to make claims or consider complaints in the future.
Whoever wages war cannot be rewarded with impunity.
26. This agreement will be legally binding. Its implementation will be monitored and guaranteed by a Peace Council, headed by Donald Trump.
Guarantees need to be defined; monitoring needs to include all guarantor states like Germany, France, UK, Poland, the Baltic states et al., not a one-man approach.
27. Once all parties agree to this memorandum, the ceasefire will take effect immediately after both sides retreat to agreed points to begin implementation of the agreement.
The exact lines of withdrawal need to be defined.
28. Implementation mechanisms, timeline, monitoring and sanctions for breach are specified.
This part is missing. The World Forum suggested a full implementation calendar, permanent international monitors, pre-authorized sanctions snapback, and automatic military response triggers if Russia violates the freeze.
